Matthew Moore
Founder and President
Matthew founded Blackford in 2011 as a restaurant and hospitality development company, creating and developing brands in the Las Vegas market such as MTO Café and Public School 702. After the success of launching its own brands, Blackford began working with Fortune 500 Company MGM Resorts International in 2016 expanding his company’s reach to the east coast in support of the MGM National Harbor development hich opened its $1.6B integrated resort and casino in December 2016. From there, Matt and his team continued to manage the day to day capital improvement projects for MGM National Harbor while simultaneously leading a team to manage the $1.1B MGM Springfield historic preservation and development where Blackford showed its ability to assist owners and developers in the management of Design and Construction for large-scale projects. With the completion of the $1.1B MGM Springfield in August 2018, Blackford had grown into a multi-state firm supporting clients across the United States. Under Matt’s leadership Blackford has played a vital role in the following projects: Park MGM On the Record Nightclub and Speakeasy, Idea Lab Meeting Rooms and the Park MGM Spa, MGM National Harbor Casino Floor remodel, High Limit Gaming remodel, Felt Lounge remodel, Executive Offices expansion, Osteria Costa Restaurant, and over $10M dollars of additional miscellaneous project for the property operations team, MGM Springfield Chandler Steakhouse, Cal Mare Coastal Italian restaurant, six food counters in the South End Market, Commonwealth Bar & Lounge, TopGolf Swing Suites, Regal Cinemas and many other projects throughout MGM Springfield. Additional projects include Beau Rivage Sportsbook, Gold Strike Tunica Sportsbook, MGM Grand Detroit Sportsbook and lounge. Matt and his team are also supporting clients such as Genting’s Resorts World, AEG, Golden Entertainment, Las Vegas Motor Speedway, Springfield Business Improvement District and many others. Matt continues to lead Blackford with a focus on growth in all markets and industries to ensure a diverse and stable company.
Before founding Blackford, Matt brought over a decade of strategic leadership with his experience in Construction Management and Business Strategy. Matt’s career began in 2005 at MGM Resorts International, as an owner representative where he oversaw multi-million-dollar construction and renovation projects with some of the highest-profile brands in the industry: Bellagio, The Mirage, New York-New York, Beau Rivage and Project CityCenter. There he had the opportunity to manage major projects such as the reconstruction of Beau Rivage after Hurricane Katrina, Mirage Hotel and Casino Jet Nightclub, New-York New-York Casino floor and multiple restaurant and nightclub renovations. After his tenure at MGM Resorts International, Matthew joined THOR Construction, Inc. where he started as a Project Manager and worked his way to Vice President of Strategy responsible for all Marketing, Business Development, Estimating, Preconstruction, Human Resources, Payroll and Information Systems. After six years at THOR Construction Matthew joined SR Construction as the Vice President of Business Development assisting with the growth of a family-owned business, to a regional construction company working in almost every industry. During Matt’s time at SR Construction, he broadened his design and construction knowledge working on projects in the healthcare, commercial office and parking garage industry.
After volunteering for the United States Army Reserves on September 12, 2001, Matthew’s leadership understanding was only emphasized with his combat command experiences in Afghanistan with United States Army Special Operations Forces. This dedication has awarded him such distinguished commendations as the Bronze Star Medal, Meritorious Service Medal, Seven Army Commendation Medals, two Army Achievement Medals and many more. With 20 years of service, Lieutenant Colonel Matthew Moore continues to do his part and remain a citizen soldier in the United States Army Reserves.

Our Quality Control approach begins in preconstruction with detailed constructability reviews and carries through the building process to the successful completion of the project. Each stage of a project is interconnected, and our systematic project approach ensures that all work meets the highest standards of excellence. Consistent monitoring of quality throughout the building process delivers a better end product, faster.
During construction, an on-site manager works in tandem with the project management team to ensure that all work meets both Blackford and industry-specific standards of quality. During construction of a specific trade’s scope of work, inspections are performed to ensure that quality concerns are corrected early and quickly. Final quality control signoffs must be completed by each trade for every definable feature within their scope of work.
For every definable feature on the project, on-site pre-installation conferences led by the quality control manager are conducted with the installation experts and include manufacturer’s reps and inspectors to review project specifics, logistics, and schedule.
